CS FOR HOUSE BILL NO. 86(CRA)(title am) "An Act relating to                    
municipal flat taxes on personal property and permitting                       
municipalities to classify and exempt or partially exempt some or all          
types of personal property from ad valorem taxes" which had been               
returned to the Rules Committee (page 1297) was read the third
